Locally, there aren't self-standing proxies. It may be possible, though, that old(er) versions of RabbIT, the Java-based filter proxy, would work on the Pocket PC.
Alternatively, you can use alternate PPC Web browsers with built-in, configurable ad filtering. Right now, there's only one of them: Webby 2.5. Webby is, however, isn't as good as Opera Mobile in most respects (mostly because it's base don the built-in, slow and incapable Internet Explorer Mobile).
