Please readhttp://smartphonemag.com/forum/topic.asp?TOPIC_ID=16612 on this.
In Java, it's, to my knowledge, impossible – there're no BT libraries for Pocket PC JVM's.
As for .NET CF: the .NET Compact Framework doesn't natively provide support for Bluetooth. You can access most third-party Pocket PC implementations of Bluetooth via either serial port communications or through a provider's API.
However, if you only want to develop for Microsoft BT stack Pocket PC's, a third-party BT .NET library, OpenNETCF Bluetooth library (AKA InTheHand.Net.Bluetooth) does exist; please see (http://32feet.net/default.aspx ). The related forums can be found athttp://32feet.net/forums/default.aspx?ForumGroupID=12 andhttp://www.opennetcf.org/forums/forum.asp?FORUM_ID=59 . Unfortunately, as has already been stated, it's Microsoft BT stack-compliant only; this means very few Pocket PC's will be able to run it. Please see the list of MS BT stack-equipped Pocket PCs (and Smartphones) athttp://32feet.net/forums/40/ShowPost.aspx .
