Hi Curtd32:
You may want to check out my Blog post HERE which showcases a program called Resco Pocket Radio from resco.net. This program should be suitable. Simple GPRS connect and quick disconnect from GPRS when you exit the program.

I've played quite much with this stuff and found out that if you have a steady (meaning it really downloads stuff utilizing preferably four download slots like in this RVGSM traffic counter/meter screenshot taken of a 4-slot GPRS connection) download, then, you'll be able to listen to radio streams of up to 35-40 kbps without major stops for buffering.
This means you can achieve tolerable FM stereo quality - if you're fortunate enough; that is, the radio station you'd like to listen to does have 30-35-40 kbps, FM-quality streams. If it doesn't (for many radio stations, the low-quality 15-20 kbps and high-quality 60-100 kbps streams are the norm), then, you can still play a bit with Windows Media Encoder (WME) 9 Series-based transcoding (or, if you only have a Linux/Solaris/FreeBSD box/admin account somewhere and/or prefer MP3-based streams, SHOUTcast , assuming you have access to a non-firewalled desktop PC somewhere that you can run it on. Please let me know if you need more help with configuring/using WME. Also, I've written a quite extensive tutorial on all these questions (non-English article!).
As for the 'third-party software', there isn't any (assuming the Cingular people didn't mean WME- or SHOUTcast –based transcoding – I seriously doubt it). Unfortunately, GSM operators know almost nothing about Pocket PC's – not just Cingular, but also (almost?) all of them. See, for example, this thread for Vodafone's silly mistakes, PPC-wise.
