There aren't system-level macroing tools.

However, there're some Software Input Panels (SIP's) that allow for quick-inserting predefined strings quickly (unfortunately, only 11 of them). One of them is Resco Keyboard Pro. See the "Frequently used phrases" section athttp://www.resco.net/pocketpc/keyboard/default.asp .
